Sports must be conducted in accordance with that of Sierra Leone National Sports general meeting decided on the operating idea, the vision and the value base.

Sport's business idea
We do sports in associations to have fun, feel good and develop throughout life.

Definitions and findings
Sport refers to organized physical activity where training and the opportunity to compete contribute prosperous. The physical performance has more than negligible importance. The sports movement places particular emphasis on the following four areas.

Physical activity: The physical aspect is of more than negligible importance for the activity itself, the performance and the result.
Training: Sports consist of training and play that provide opportunities for physical, mental, social or cultural development.
Competition: The sport has defined competition rules that are determined and owned by the sport's organization.
Well-being: Sport is based on having fun, feeling good and developing throughout life. Health, well-being and well-being is normative.

Sport consists of training and play, competition and exhibition.
Sport provides physical, mental, social and cultural development.
We organize our sports in independent associations and confederations which together form a free and voluntary people's movement united in the Sierra Leone Sports Confederation.
We divide our sports according to age and level of ambition.
By children's sports, we generally mean sports up to and including the age of twelve
By youth sports we mean sports for teenagers and young adults aged 13-25. By adult sports we mean sports for those who are over 25 years old.
In children's sports, we play and give the children the opportunity to try different sports. To give the children the opportunity to be versatile sports development is standard-setting for the business. Competition is part of the game and must always take place on the child's side terms.
In youth sports and adult sports, we distinguish between broad sports and elite-oriented sports.
In the elite sport, performance improvement and good competition results are indicative.
In broad sports, health, well-being and well-being are normative, even in terms of performance and competition results often serves as a carrot.
We are a united sports movement that works for the same vision and core values, it permeates all federations and associations, both broad and elite.
We preserve the tradition of the Sierra Leone sports movement where elite and broad activities take place in close cooperation, which provides inspiration, development and vitality. Within the sports movement, all federations and associations respect, both elite and broad, each other's roles and operating conditions.

In Sierra Leone we follow UN Declaration on Human Rights, UN Convention on the Rights of the Child (the Convention on the Rights of the Child) and the UN's International Convention on the Rights of Persons with disability against doping, match-fixing, unhealthy finances and other cheating as well as against bullying, harassment and violence both on and off the sports arena.

STATUTES FOR THE SIERRA LEONE BASKETBALL FEDERATION
(Freetown 2024)


Chapter 1 Basic regulations for SLBF



§ 1 Purpose

The Sierra Leone Basketball Federation (SLBF), based in Freetown, is the specialist sports association for all Sierra Leone basketball. SLBF's task is to promote and develop the sport of basketball and support everyone who wants to start and develop basketball associations in Sierra Leone.
The federation shall stimulate children, youth and adult sports at both broad and elite level (youth and adults).
This must be done within both 5-5, 3x3 and inclusive for those who have a functional variant.
The association shall represent Sierra Leone basketball abroad and actively work for increased internationalization.
The association's activities must be in accordance with the sports movement's business concept according to ch. 1 The Sierra Leone Sports Confederation's (SLNA) statutes.
This also includes the sport's anti-doping regulations and the sport's regulations on illegal betting as well as manipulation of sporting activities.



§ 2 Composition

SLBF consists of the non-profit associations that have been admitted to the association as members.



§ 3 Collaborations

SLBF is affiliated with the following organizations through membership: - Sierra Leone's National Sports Confederation (SLNA) - International Basketball Federation (FIBA), - Sierra Leone Olympic Committee (SLOC) - IWBF (International Wheelchair Basketball Federation). SLBF and its members are obliged to follow SLNA's statutes, rules, regulations and decisions as well as FIBA's statutes. In applicable parts, the association must also follow the statutes, rules and regulations of other organisations.



§ 4 Decision-making bodies

SLBF's decision-making bodies are the confederation meeting, extra confederation meeting and the confederation board.



§ 5 District body

SLBF's district body is the basketball district federation (BDF).



§ 6 Membership

Every non-profit association that fulfills the conditions specified in chapter 7, section 1 can, by decision of the federal board, or the person to whom the board has transferred its decision-making rights, is admitted as a member of SLBF.

SNA Ltd. shall be an associated member of the association. Associate member does not have voting rights at the annual meeting but otherwise has the same rights and obligations as a member association.

Regarding an association's withdrawal from SLBF and exclusion is stipulated in chapter 7, section 3.



§ 7 Operating and accounting year and FB's working year

SLBF's operating and accounting year covers the period from and including January 1 to and including 31 december.

The Federal Board's (FB) working year includes the time from the federal meeting to the next ordinary confederation meeting.



§ 8 Statutory interpretation and arbitration clause

If there is any doubt about the interpretation of these statutes, the matter is referred to or decided by the next association meeting the federal board.

Actions in disputes where the parties are individual members, associations, BDF or the federation may not be brought in general court. Such dispute shall, except in cases where other special procedures are prescribed in these statutes, SLBF's competition rules or the SNA's statutes, are determined according to the Act on Arbitrators.



§ 9 Bylaw amendment

Proposals to amend these statutes may - apart from the federal board - be submitted in writing by basketball district association or member association.

Changes to these statutes require a decision to this effect by a confederation meeting with at least 2/3 of the number of votes cast.



§ 10 Dissolution of the covenant

In order to dissolve SLBF, a decision to this effect is required with at least 2/3 of the number of votes cast in case of two votes consecutive association meetings, held at least one year apart.


Chapter 2 General provision



§ 1 Decision and voting

Decisions are made by acclamation or, if requested, after a vote (voting).

With the exception of the cases mentioned in chapter 1, section 9 and section 10, all questions are decided by simple voting majority. Simple majority can be either absolute or relative.

Elections are decided by relative majority. By relative majority is meant that the person(s) who obtained the highest number votes are elected (elected) regardless of how these votes relate to the number of votes cast.

For decisions on matters other than elections, an absolute majority is required, which means more than half of the number cast voices.

Voting takes place openly. However, if a representative entitled to vote requests it, the election must be concluded. In the case of a vote that does not refer to an election, in the event of an equal number of votes, the proposal supported by the chairman at the meeting applies, if he is entitled to vote. If he is not entitled to vote, the lottery decides. In the case of an election, in the event of an equal number of votes, the lot shall be drawn determine.

Decisions are confirmed with club blows.



§ 2 Honorary member, co-optation of board member, etc

The association meeting may, on the proposal of a unanimous board, appoint an individual as an honorary member of the federal board. Honorary member can be called by the board to a board meeting and then has an opinion and right of proposal.

The federal board may appoint an individual as an adjunct member of the board. Such a member has the right to comment and make proposals, but not the right to vote.



§ 3 Employee eligibility

Employees of SLBF or BDF may not be elected as members of the federal board or BDF board.

Employees of an association may not be elected as a member of the association's board or as an auditor in the association.

Employees within SNA's organizations may not be auditors or deputy auditors in unions.



§ 4 Free entry to competition and exhibition

A person active within SLBF has free access to a competition or exhibition, which is organized by one of the association belonging organization, as follows:

The members of the confederation's board, the competition committee and the disciplinary committee, as well as the confederation's employees, to everyone competitions etc. within the association. Association cards are issued by the general secretary.

Basketball district board members for all competitions etc. within the respective district. District cards are issued by the basketball district board.

The general secretary may, when there are special reasons, issue union cards to people other than those mentioned above.

The basketball district board has the same right regarding competitions etc. within the respective district.



§ 5a Championship competitions

The right to participate in the competition for the SNA's championship badge - National Championship and Youth National Championship - appears in the SLBF's competition rules.



§ 5b Sierra Leone National Association Limited (SNA Ltd)

Sporting activities may be conducted by limited companies. However, the right to participate in SLBF's competition activities is granted is entrusted to a joint-stock company, the main purpose of which is to conduct sporting activities and activities naturally connected thereto, only if the assigning association has a majority vote at the general meeting in the company (SNA Ltd) and under the conditions prescribed below.

The following conditions must be included in the lease agreement between the association and SNA Ltd:

1. SNA Ltd shall undertake to comply at all times with the SNA's statutes, FIBA's statutes and competition rules, SLBF's statutes and competition rules and established by the confederation's board Procedure regarding SNA Ltd. These regulations, which it is up to SNA Ltd to continuously be assured of, shall form an integral part of the assignment agreement between the association and SNA Ltd. SNA Ltd shall further undertake to follow others of those specified organizations made decisions.

2. Players in SNA Ltd must be a member of an association that outsourced the sporting activities to the company.

3. The awarding association shall continue to conduct such sporting activities as are available as a basis for membership in SLBF.

4. SNA Ltd may not transfer the right to participate in SLBF's competition activities.

5. SNA Ltd's right to participate in SLBF's competition activities shall cease to apply in the event of assignment association's membership in SLBF ends.

6. The right to participate in SLBF's competition activities shall revert to the association of SNA Ltd is declared bankrupt or goes into liquidation.

7. SLBF shall reserve the right to approve the name under which SNA Ltd participates in SLBF's competition activities.

8. SNA Ltd shall, at the request of Ministry of Sports, provide statements and information as well as documents in cases regarding the company's participation in SLBF's competition activities.

9. License agreements and changes to this must be approved by SLBF in order to be valid

SNA Ltd may not be directly or indirectly owned by someone who has a decisive influence over other things as well SNA Ltd with the right to participate at the same level in the SLBF series system.

The federal board must continuously check compliance with the assignment agreement and everything else prescribed in this paragraph. In case of deviation, the association and SNA Ltd are obliged to, at the request of the federal board of directors take corrective action for compliance with the regulations. If such correction does not take place within the specified time time, SLBF has the right to withdraw its approval of the lease agreement and take other measures.

§ 6 Composition of the board etc

SLBF, its BDF and associations must work to ensure that the board, election committee, committees and other bodies get such a composition that the lower limit of gender representation is reached and otherwise representatively reflects the movement.


Chapter 3 Confederation meeting



§ 1 Composition

The association meeting consists of representatives for each member association connected to SLBF as well as representatives for each BDF, and must be held digitally with the possibility of physical presence. Agents must always bring/send written power of attorney from their organization and any authorizing member associations. In the power of attorney shall the proxy/proxy's right to exercise voting rights is stated.



Member associations can give power of attorney to another member association or to BDF, to represent it at The federal meeting. The prerequisite for this is that the member association that wants to give power of attorney to another organization, is that its representative must be recorded in the minutes as present at the current BDF annual meeting. BDF may not transfer its votes to another BDF by proxy.


Representatives for member associations may represent a maximum of three member associations (of which two are given by means of powers of attorney), and representatives may not be elected representatives in SLBF or employees in SLBF or any BDF.

Representatives for BDF may represent a maximum of three organizations (two of which may be authorized by member associations), and representatives may not be elected representatives in SLBF or employees in SLBF or anything BDF.

No individual natural person acting as proxy may represent more than eight votes. BDF or member association with more than eight votes (including those given by proxy) must therefore send more representatives than one.



§ 2 Right to vote

At the Federation meeting, the member associations have one basic vote each, and then additional votes from outside size of the association (number of licenses issued and approved) according to the table below:

   0-49: a total 1 vote
   50-199: a total 2 votes
   200-499: a total 3 votes
   500-: a total of 4 votes

BDF boards have two basic votes and an additional one per started ten to SLBF affiliated member associations within the geographical boundaries of the district.

It is the responsibility of the Confederation Board to annually draw up a voter list for the Confederation meeting to apply for the time on 1 January - 31 December of the previous year. The vote length must occupy the associations that are no later than 31 December paid the annual fee determined by the association meeting, has an organization number and submitted an annual report to SLBF.

At the same time, the number of approved licenses issued in each member association is also calculated.



§ 3 Decisiveness and right of expression and proposal

The association meeting is decision-making with the number of representatives who, after having been duly called, participate in it the meeting's decision.

In addition to the proxies, the right to speak and make proposals at the confederation's meeting belongs to the confederation's board members, the auditors, members of SLBF's committees and motioners in terms of their own motions.

The SNA's representative, SLBF's employees and, with the meeting's consent, others have the right to speak present.



§ 4 Time and invitation to the confederation meeting

Association meeting is held every even-numbered year no later than April 30 on the day(s) and place that the Association Board decides.

Notice of the meeting is issued by the Federation Board partly through publication in SLBF's digital channels no later than five months before the meeting, partly by email to organizations entitled to vote no later than 28 February meeting year.

Proposal for the agenda for the meeting, operational and administrative reports, operational plan and the federal board's proposals (propositions) and received motions for the federal meeting - which should be accompanied by the board's opinion and, if the motion comes from an association, by the BDF board's opinion - shall no later than February 28 of the meeting year is sent to organizations entitled to vote.

The annual report, including the management and auditors' report, is sent out no later than 14 days before the meeting.



§ 5 Matters at the confederation meeting

At the confederation meeting, the following matters shall occur:

1. summons and proxy review and determination of the voting list for the meeting on the basis of the the federal board drew up the voter register,

2. determining the agenda for the meeting,

3. question about the authorized announcement of the meeting,

4. election of chairman for the meeting,

5. election of a secretary for the meeting,

6. election of two minutes adjusters to adjust the minutes of the meeting together with the meeting chairman and the required number vote counter,

7. processing of activity and management reports:
   a) the federal board's activity reports for the past two financial years,
   b) the federal board's management reports for the two past financial years,
   c) the auditors' reports for the same time,

8. question about discharge of liability for the administration of the federal board for the past two operating years;

9. processing of proposals for operational direction (operational and financial plan) for the association as well as processing of the board's proposals (propositions) and of motions submitted in the order stated in section 7,

10. determination of the associations' annual fee to the federation,

11. election of the association chairman, also the chairman of the board for a period of two years,

12. a) determination of the number of other board members,
      b) election of three, four or five other board members for a period of four years,

13. selection of an auditor and a deputy auditor with the task of reviewing operations, accounts and administration within the association for a period of two years,

14. election of the chairman and three members of the election committee for a period of two years,

15. decision on the election of proxies for the RF general meeting and the required number of deputies,

16. election of chairman and members of the Disciplinary Committee,

17. election of the chairman of the Competition Committee for a period of four years. The chairman of the competition committee must be selected existing association board or by newly appointed ones, and are elected on the basis of a proposal from the Nomination Committee.

§ 6 Eligibility

Every person permanently resident in Sierra Leone is eligible. The nominated person must be eligible to vote member of an association connected to the SNA:

Employees within SNA, SLBF, BDF's district association, association and SNA Ltd may not be auditors or deputy accountant in SF, or SDF, or is elected as a member of the nomination committee in an organization by which he is employed.

Employees of SNA, SLBF's SNA Ltd or BDF may not be elected as members of SNA's board or SLBF's board within the sport in which the employee is employed.

A member of the federal board is not eligible as auditor or deputy auditor.

At least one of the auditors elected by the confederation meeting and his deputy must be authorized or approved auditor.

If employees' eligibility is stipulated in chapter 3, section 1 of the SNA's statutes.



§ 7 Proposals for matters to be dealt with at the confederation meeting

Proposals for matters to be dealt with at the confederation meeting must reach the confederation board no later than 1 January. The member association and BDF have the right to submit proposals. BDF must comment on proposals from Association



§ 8 Appearance of proxies to the SNA meeting

Delegates to the national sports meeting and the required number of deputies are appointed according to chapter 4 § 3 of the SNA's statutes. Agent shall be appointed by the confederation meeting or, if the meeting has so decided, by the confederation board. Notification of which representatives who have been appointed are submitted as soon as possible (but no later than 6 weeks before the SNA meeting) to SNA and as well as to those appointed.



§ 9 Extra confederation meeting

The Confederation Board may call for an extra Confederation meeting. Such extra Confederation meeting must be digitally included possibility of physical presence.

Furthermore, the Confederation Board is obliged to call an extra Confederation meeting, when the auditors with a statement of reasons in writing as required, or when requested by at least 50 organizations (BDF boards and/or member associations) which together represent at least one tenth of the number of votes as established voter register.

When the board has received a request for an extra Association meeting, it must call such a meeting within 14 days to held within two months of the invitation.

If the Confederation Board fails to call an extra meeting within 14 days, the person(s) who demanded the meeting may call this.

The notice and agenda are sent to the delegates no later than seven days before the meeting.

At extra Federation meetings, only matters included in the agenda may be decided.

Extra Federation meeting may not take place during the time when the SNA general meeting is in progress.



§ 10 The nomination committee

The nomination committee shall consist of the chairman and three other members (two men and two women) elected by the confederation meeting.

The election committee meets when the chairman or at least half the number of members so decides.

No later than November 20 of the year before the union meeting is held, the election committee must ask them in writing, whose term expires at the end of the meeting, if they are willing to run for the next term.

No later than December 10 of the year before the confederation meeting, the election committee must notify everyone on the union meeting voting organizations which of the respondents declined candidacy.

No later than January 10, BDF and member associations may submit proposals for people for the elections to the election committee under chapter 3, section 5, points 11–13.

No later than February 28 of the year of the federal meeting, the election committee must notify all eligible voters in writing their proposal regarding each organization's election in accordance with chapter 3, section 5, points 11–13, and notify the names of the candidates who are otherwise nominated.

In its work, the selection committee must continuously follow the activities within the federal board.

Before candidate nomination begins for elections in accordance with chapter 3, section 5, points 11–13, the election committee must notify his proposal regarding the elections to be held.

Anyone who is part of the selection committee may not unauthorizedly disclose what he has become aware of in this capacity.

The selection committee's negotiations should be recorded for internal use.



§ 11 Entry into force

Decisions made by the confederation meeting apply from the end of the meeting, unless otherwise decided.



Chapter 4 Basketball Forum



§ 1 Composition

Basketball Forum consists of member associations connected to SLBF and BDF representatives



§ 2 Meetings, summons, matters

Basketball forums are held digitally, in hybrid form or physically, at the invitation of the confederation's board, at least once in between the confederation meetings, which are held in even years, unless otherwise determined by the confederation meeting. The notice and proposed agenda are published on SLBF's digital channels at least 7 days before the meeting.



§ 3 Obligations

Basketforum aims to present the business plan and annual report for SLBF non-Association meeting years, coordinate strategic issues and enable dialogue between member associations, BDF boards and SLBF representatives in matters relating to the development of basketball in Sierra Leone. Any decisions are made by The Confederation Board or referred to the next Confederation meeting.

Chapter 8 The associations



§ 1 Membership in the association (Sierra Leone Basketball Federation

A non-profit association, which consists only of natural persons, may, after written application, be admitted as a member of the association if the conditions below are met.

1. The application for membership is drawn up according to SLBF/SNA's instructions and is accompanied by the association's statutes, which should be established on the basis of the SLBF/SNA's normal statutes for sports associations.

2. The association conducts basketball activities.

3. The association has undertaken to follow in its sporting activities the SNA, SLBF and relevant BDF statutes and competition rules as well as decisions made by superior sports bodies.

4. The name of the association is not inappropriate, not owned by third party or can be confused with an association already connected to SLBF. 5. The association has paid the fees that have been duly determined.

If the association's application is left without approval, the association may appeal the decision to SNA according to the rules in SNA's statutes.



§ 2 Annual fee

The association is obliged to pay the annual fee determined by the association meeting by 31 December each year for financial year.



§ 3 Withdrawal and exclusion from association (Sierra Leone Basketball Federation)

Associations that wish to withdraw from the association (SLBF) must notify this in writing. Has the association not paid prescribed fees, the federal board decides whether they are to be paid or not.

An association that has not paid the annual fee for two consecutive years may be considered to have requested its withdrawal.

Membership ends when the association is removed from the membership list.

Without notification of withdrawal, the association may be excluded if it - despite reminders - fails to comply with what is prescribed in these statutes or the SNA's statutes.
Association may also be excluded, if it has failed to comply with decisions duly made taken by SLBF, BDF or SNA or has otherwise tangibly worked against the union's interests.

The question of exclusion must not be decided until the association has had the opportunity to express itself within certain of time specified by the federal board. In a decision on exclusion, the reasons for this must be reported and what it is stated excluded association must observe for appeal of the decision.

Decisions on exclusion may be appealed to according to the rules in the SNA's statutes



§ 4 District affiliation

The association belongs to the basketball district within whose area the association's domicile is located.



§ 5 Right to vote

The association's right to vote at a BDF meeting is stipulated in the BDF's statutes.



§ 6 Obligations

The Association shall:

1. follow the SNA's statutes and the SLBF's statutes and competition rules as well as decisions made by the superior sports body,

2. annually by 31 December at the latest, pay the annual fee determined by the confederation's meeting and submit a report according to the decision of the federal board,

3. submit to SNA the information requested by SNA regarding the association's activities and at the request of SNA submits an opinion to the committee,
4. keep accounts and draw up an operating report with profit and loss account and balance sheet, keep minutes at annual meetings, other association meetings and board meetings as well as keeping a list of members,

5. hold an annual meeting and in doing so, after an audit has been carried out, decide on discharge from liability for the board's administration, and

6. at the request of SNA, the federal board, or the relevant BDF board, set the association's documents available and provide information requested by these bodies



§ 7 Membership in association

A natural person is admitted as a member of an association upon application.

The application for membership may only be refused if it can be assumed that the person concerned will oppose it the association's purposes or interests.

A member may not be excluded for any reason other than that the member has neglected to pay the association decided fees, opposed the association's activities or purposes, violated the association's statutes or obviously damaged the association's interests,

Decisions on exclusion may be limited to a certain period of time. Such time-limited exclusion gets at most cover six months from the decision date.

If there are no sufficient grounds for exclusion, the association may instead issue a warning to the member.

A decision on exclusion or warning may not be made until the member has had the opportunity to express himself within certain of the time specified by the association board, at least 14 days. In the decision, the reasons for this must be reported and stated what the member must consider appealing the decision. The decision must be made within three days from the date of the decision is provided to the member.

Decisions to refuse membership, exclusion or warning may be appealed according to the rules in the SNA's statutes



§ 8 Member's rights and obligations

Member

• have the right to participate in meetings organized for the members,

• have the right to information about the association's affairs,

• must follow the association's statutes and decisions made by the association's bodies and follow superiors organizations' statutes, regulations and decisions.

• is not entitled to a share of the association's assets or property upon dissolution of the association,

• must pay the fees decided by the association.



§ 9 Member participation in sporting activities

Members have the right to participate in the association's sporting activities under the forms accepted within sports and on the same terms as for other members.

Members may not participate in competitions or exhibitions without the consent of the association board or, if this has so determined, by the section board. If a member wishes to participate in a competition or exhibition outside Sierra Leone, must also the SLBF gives its consent, unless the SLBF in its statutes or in the competition regulations has determined otherwise order.

If the organizer is not affiliated with SLBF, the member may only participate if this SLBF has approved participation
